White Oak is a city located in Carroll County, Maryland, United States. As of the 2010 census, the population was 9,753. White Oak is located in southwestern Carroll County, on the east bank of the Monocacy River. It is south of Frederick, the county seat, and north of Baltimore.

White Oak was founded in 1756 as the town of Monocacy on the east bank of the Monocacy River opposite the present-day city of Frederick. The town was later renamed for General John White, the American Revolutionary War general who negotiated the Treaty of Paris granting independence to the United States. The Historic White Oak Village is located within the city limits, near the intersection of Maryland Route 219 and Monocacy Avenue.

According to the United States Census Bureau, White Oak has a total area of , of which is land and , or 4.01%, is water.

As of the census of 2000, there were 9,102 people, 3,547 households, and 2,712 families residing in the city. The population density was 2,673.2 people per square mile (1,068.4/km²). There were 3,812 housing units at an average density of 936.2 per square mile (348.4/km²). The racial makeup of the city was 93.32% White, 3.68% African American, 0.11% Native American, 0.99% Asian, 0.05% Pacific Islander, 0.48% from other races, and 1.29% from two or more races. Hispanic or Latino of any race were 1.93% of the population.

There were 3,547 households out of which 27.1% had children under the age of 18 living with them, 46.8% were married couples living together, 11.1% had a female householder with no husband present, and 38.0% were non-families. 33.1% of all households were made up of individuals and 19.8% had someone living alone who was 65 years of age or older. The average household size was 2.24 and the average family size was 2.85.

In the city, the population was spread out with 20.5% under the age of 18, 7.5% from 18 to 24, 25.4% from 25 to 44, 23.1% from 45 to 64, and 24.2% who were 65 years of age or older. The median age was 41 years. For every 100 females, there were 88.8 males. For every 100 females age 18 and over, there were 83.0 males.
