The city is located in Windham County and Washington County. It has a population of 1,527.

Water Mill is a city of Tudor homes and narrow winding streets that cling to the side of a steep hill. The original settlement was begun in 1763 by a group of wealthy New York merchants and manufacturers who were attracted by the clean, unpolluted water from the Connecticut River. The area was then part of the New Hampshire Grants. The businessmen founded a village which they called Water Mill because the watermill on the village green powered the local mills.

The area prospered as a commercial center, with a number of businesses related to milling and water-powered manufacturing. The prosperity of the town was based on the availability of clean water and favorable site conditions. The arrival of the railroad in the 1830s and 1840s caused a decline in the town's fortunes, and most of the businesses closed in the early part of the 20th century.

Water Mill is still an important transportation center, with a train station on the statewide rail network, and a number of major highways running through the town. The city is served by the local Water Mill Union Free School District.
