The city is in the northeast corner of York County and is bordered by York County to the south and west, Lebanon County to the north and east, and Cumberland County to the southeast.

The city is located at the center of the Cumberland Valley and is equidistant from the major cities of Harrisburg and Lancaster. The city is surrounded by the unincorporated communities of Chadwick, East Manchester, Fidelia, Hawes, Holland, New Holland, and Siloam Springs.

Ruffs Dale is part of the Harrisburg−Lancaster−York−Lebanon metropolitan area and is home to the University of Pennsylvania and a number of other colleges and universities. The climate in Ruffs Dale is humid continental, with a high temperature average of 43.7 degrees Fahrenheit and a low temperature average of 21.5 degrees Fahrenheit. The city receives about 34 inches of rainfall annually.

The city was given its name by early Settlers because of the dense stands of ruff (a type of wild rose) that grew in the area. The first European settlers in the area were the Scotch-Irish Presbyterians who arrived in 1735. The city of Ruffs Dale was chartered in 1748 and became an important transportation center due to its location near the Susquehanna River. The city grew rapidly in the late 19th century as a result of the railroad and manufacturing industries.
