Neal city is located in the area that was the traditional homeland of the Rajneeshees, a religious group known for its controversial hair-growing practices in the 1970s. The Rajneeshees were forcibly evicted from the area in the early 1990s.

Jefferson County is bisected by the Crooked River. The city is located approximately south of the river and west of the Cascade Mountains.
