It is bordered by the cities of West Los Angeles and Inglewood to the north, the city of La Mirada to the east, Upland to the south, and Long Beach to the west. Downey is the smallest incorporated city in Los Angeles County, with a population of 89,673 in the 2010 census.

The city is geographically located in the region known as the Inland Empire. Downey is considerably warmer and more arid than the urban regions of Los Angeles to its north and northeast, where the hills and forests of the San Fernando Valley give way to rolling sand dunes and coastal habitat. Downey is relatively close to downtown Los Angeles, but is isolated from the city's cultural life by the heavy concentration of industrial and commercial development in the area.

Downey has a Mediterranean climate, with plenty of sunshine and mild temperatures year-round. The average annual rainfall is just over 17 inches (440 mm). Downey was once a small agricultural town, founded by a group of Spanish-speaking Roman Catholic immigrants who originally named their colony Casa Rejón. Rejón is a Basque surname meaning "ridge of the hilly country". The town was originally part of the Rancho San Fernando, a vast Mexican land grant given to Juan Rodríguez in 1841 that stretched from the Palos Verdes Peninsula to Highland Park. Downey was incorporated as a city in 1923.

The automotive industry began to shifted to the south and west, so companies such as GM, Ford, and Chrysler built plant in the region. They expected that the city would eventually grow to be their western automotive hub, but this did not happen. Downey became an industrial center forLockheed and Douglas Aircraft, and for early video game pioneer Nolan Bushnell. The city's population increased from 8,598 in 1970 to 95,751 in 2010.

Downey was largely overlooked when the Los Angeles region was developed in the 1950s and 1960s. However, the city began to experience growth in the late 1990s, as new development moved away from downtown Los Angeles and into areas such as Downey. This development has led to new jobs and increased population density in the city, although there are still pockets of undeveloped land.
