Casar is the county seat of Castro County. The city has a mayor-council form of government. Casar is also the birthplace of Gerald R. Ford and the father of president Ronald Reagan.

Casar is located in the Coastal Plains region of south-eastern Texas. The area is a long, narrow strip of land lying between the Gulf of Mexico and the Casar and Houston Ridge national forests. The city is located in the humid subtropical climate area. The mean annual temperature is 60 degrees Fahrenheit and the mean annual precipitation is 36 inches.

Casar is served by the Castro County Independent School District. The city has one public school, Casar Junior High School.

Texas State Highway 359 passes through the city. I-10 and I-35 pass to the north and east of Casar, respectively. The city is linked to the regional economy by two interstate highways.

The closest state capital is Austin, to the north. The closest major metropolitan area is Houston, to the northeast.

The population of the city was 4,377 at the 2010 census. Hispanic or Latino residents of Casar made up 39.4% of the population. The majority of residents are of Anglo and white ancestry.

Casar is home to the Gerald R. Ford Presidential Museum. The museum is dedicated to the life and career of the 37th president of the United States. Ford was born in this city on July 14, 1913. Ford was first elected to the United States House of Representatives in 1948 and to the United States Senate in 1958. He was elected president in 1976 and served until he was replaced by Ronald Reagan in 1981. Ford was later elected to the House of Recovery, a controversial office representing Farm Credit Corporation. He died in December 2006 at the age of 92.
