{Blackwell is an independent city located in the southwestern corner of Polk County, Florida, United States. As of the 2000 census, the population was 10,055. It is the county seat of Polk County. Located just south of Tampa, it is part of the Tampa–St. Petersburg–Clearwater Metropolitan Statistical Area.
According to the United States Census Bureau, the city has a total area of , of which is land and (0.64%) is water.
As of the census of 2000, there were 10,055 people, 3,948 households, and 2,969 families residing in the city. The population density was 1,408.4 people per square mile (527.4/km²). There were 4,221 housing units at an average density of 559.7 per square mile (216.7/km²). The racial makeup of the city was 78.70% White, 16.93% African American, 0.11% Native American, 1.06% Asian, 0.02% Pacific Islander, 1.00% from other races, and 1.77% from two or more races. Hispanic or Latino of any race were 3.06% of the population.
There were 3,948 households out of which 33.5% had children under the age of 18 living with them, 53.5% were married couples living together, 12.5% had a female householder with no husband present, and 28.3% were non-families. 21.8% of all households were made up of individuals and 6.5% had someone living alone who was 65 years of age or older. The average household size was 2.68 and the average family size was 3.13.
In the city, the population was spread out with 26.5% under the age of 18, 8.5% from 18 to 24, 30.0% from 25 to 44, 24.5% from 45 to 64, and 11.0% who were 65 years of age or older. The median age was 38 years. For every 100 females, there were 95.5 males. For every 100 females age 18 and over, there were 90.5 males.
The median income for a household in the city was $38,471, and the median income for a family was $41,956. Males had a median income of $28,564 versus $21,594 for females. The per capita income for the city was $16,808. About 10.9% of families and 12.1% of the population were below the poverty line, including 16.7% of those under age 18 and 11.9% of those age 65 or over.
